Moving ground wire connected to water pipe

I would like to move the ground wire connection to the water pipe where the water enters the house. Right now, it is against the concrete foundation wall and I want to add foam board insulation. So, I would like to move the ground to about 3" from the concrete wall. I know there shouldn't be any cur...

Do you remove the spacers when your done?
Also, are there any floor coverings that you would think about fastening the floor.

Sorry, yes wood vs. metal studs.

Could you elaborate on the Dri-Core subfloor? Do you use spacers around the perimeter and fasten or float the subfloor? If you fasten, then what is recommended?

I am thinking of either carpet or laminate flooring or a combination.

That sounds reasonable. Do you prefer wood or wall studs? Do you also double plate the bottom or do you drywall before adding the subfloor?

Should I fasten the 2" XPS with something more than adhesive when the stud walls are not going to be up against it? If so, what?

I have a similar situation. I can't get the 2" XPS behind the pipes. Do I fit the boards against the pipe and seal the can foam between the board and pipe? For the batt insulation, does the paper go towards the basement wall or drywall? I also have an obstruction where my public water enters the hou...
