Thanks guys. For context, its the husband's family member and due to this I'm trying to keep the peace by not whining but OMG.
I just opened the adjacent outlet and the pigtailed yellow wire was NOT connected.

We're hiring someone next week to fix this. BTW, is there a venting sub-forum here?

Thank you Aaron. I believe he used the kitchen outlet because the circuit panel is downstairs on the opposite side of the house and pretty much inaccessible without opening up the floors. Hi Spruce! I think I solved the mystery. The lower transformer thingy had no power bc its actually apart of our boiler, which I powered off early spring. Yup use the membrane tape and for now don’t worry about the lack of house wrap. House wrap really does not “seal “ your home from air intrusion ,that is the job of the air/vapour barrier under your drywall. Before the 2000 this was never real efficient. Shows ya how old I am, the last window I installed, we didn't have "tape", it was just 15# paper. :lol: That tape will be just fine. Follow the recommended installation instructions, they may be different than what I told you for 15# paper. :lol: I knew it looked very similar to the "felt". Thanks ...

Thank you, A. Spruce. I did buy a flashing tape (pic attached) but if necessary I can get roofing tape as well. Not sure of the quality of this tape, but the reviews are mostly positive.

I have nothing to add as far as your question, but I am in the exact same predicament as you...single bathroom window to replace.
I contacted about 15 companies, went to the big box stores and even desperately sought out help on Craigslist.
Luckily, we're in good hands on this forum.

Thank you both for your input! We will be installing the header directly under the top plates for better privacy bc I am tall. We do get very snowy winters here in the Hudson Valley, NY and the double 2x6 headers should do fine.
