Shannon,
Purchased a home that has a nice tub but no surrounding insulation. My wife complains the water gets cold very quickly in the winter. Here are some pics.

That tub sitting on the bare concrete is going to get cold fast for sure. You could trying sliding some insulation in around the sides but with jetted tubs I Don't recommend it because it could cause issues with the pump motors over time sucking in fibres? All I would suggest is purchasing a inline heater and installing that. It will warm the water when the jets are on. Most tubs are set up to accept one.

I did not search" jet tub heaters" but you should get a few choices . It may help if you also know the brand of tub or model number as well.
