Framing Window in Front of Half Foundation Wall

For framing the window in the wall below are there any special steps I need to take to frame the window opening?

If I just frame a standard wall in front there will be a 3.5" gap from window sill to the framing. Is it acceptable to have a plywood board resting on the concrete ledge as a window sill (with foam between the concrete and plywood)?

No special framing tech. needed here in a basement. No header either. Just line all the frame work up to allow install of your window jamb liner material (drywall, plywood,mdf) later. You for sure want insulation between the jamb liner and concrete opening and also in the gap between the framing and concrete wall
