soundproofing upstairs floor

I have an office building with an upstairs, They want to put 3 offices up there. The rooms will be build with the top open, just building walls. Only soundproofing is just for the floor.

My Q, should I put padding and carpet down, and build the walls over it?
or build the walls then put carpet and padding down?

Walls first, carpet last. This is a fire code requirement in commercial spaces, at least it is here on the west coast USA.

Don't know about the fire code issue here but makes sense to me. that carpet would increase the fire spread quicker. It make most sense to not have a spongy carpet under the walls anyways.

Burning carpet can travel under walls, hence why it's not allowed here.
