Before inspection do I teminate the wires or

When I wire my addition, for 120 volts, do I terminate the wires into the actual breakers in the power panel, and at the receptacles and light boxes, before the inspection or not? My thinking is not.
For I can't hang the light fixtures before the sheet rock goes on.
Or do do I just run the wires to these points and leave them? (with ID tags on them at the power panel)

I'd think USA and Canada would be similar. Aaron may chime in soon here as well.

You terminate the wires in the device boxes, but do not wire in the device.
Same at the panel, but don't wire the breakers.

Yes, there's typically a rough-in inspection where you typically have all cables coming into each device box or fixture box/holes, the sheath stripped, and the wires tucked inside for drywallers and painters.

Cables at the panel are the same way, coming into the panel box at a length of at least a good 6" to 8" past the bottom of the panel.

In both cases the sheath of the cables should extend past the box connectors a good 1/4 inch.

Final inspections are at the discretion of the inspector. Typically if it's roughed in correctly and all the circuit requirements are met, a final inspection may not be necessary.
