help with running a new circuit for recessed lighting instal

Shannon, you helped me finish my basement (what was left to be finished) and i thank you again for all your help...
i wanted to install pot lights on my main floor now. I was going to hire a company to do this. They have however told me that it will be a big problem to do so because my basement is finished. The location of the install is on the main floor of a two storey home and at the opposite corner of the house from where the panel is located. Apart from installing LED's to the existing circuit (LED so as to not exceed circuit capacity), can i request that they run the Romex along exterior of home through some conduit and then back in near the panel?

Yes that should be no problem and it should not need to be Romex if it is in the conduit.
