Hi,

I've found some existing electrical which is parged in and running along the floor in the basement.

This can't possibly be in line with building code right? Seems dangerous.

I am redoing the wall and am thinking of running the wire from above.

No that's a pretty egregious code violation.

NM cable cannot be embedded in any material except for Type NMWU (Canada) or Type NM-UF (USA) which can be buried in earth (soil). It must otherwise be dry and secured with staples or holes in or through wood studs.

Absolutely follow through with your plan with running it from above; that's the way it should be correctly installed in a basement or garage. When it's not running through holes in wood (studs or joists), be sure it's properly secured at least every meter.

The concrete will eat away at that cable, Abandon it altogether !

It is definitely a code violation !
