Code electrical outlets

Do the receptacles along baseboards etc have to be any particular location ie 2 inches off the floor or any similar standard

Bathroom outlets have to be so far above counter?

If you actually installing them on the baseboard like in the reno of a old home where the walls are plaster and you do not want to disturb it then I usually install them horizontally and about an inch down from the top of base board. If they are actually installed in the wall then they should be a minimum of 12" of the floor to centre (installed vertically ). 15" is a nice height for easier access though.
The counter plugs in bathroom should be GFI but height does not matter a lot, I usually use 42" from floor.
