What is this?

I removed some insulation in the basement. It was fasten with these to the concrete. I have no idea what it is. It almost feels like melted plastic. I am trying to find the best way to remove them...

Looks like a piece of thin metal they may have used to prevent the insulation from ripping through the head of the fastener to me.

Yes I agree but I think they are asking about the fastener? I would assume it is a Ramset shot pin?
