Cold air return thermodynamics??

I live in Ottawa, Canada, very cold winters. My heat exchanger (HRV) runs all winter long. The cold incoming air duct that leaves the HRV feeds into an initial cold air return supply duct (about 8ft run). The area directly above (hardwood floor) is freezing cold (picture attached). Will an insulation sleeve on the cold air duct warm it up a bit? I thought of putting a foam board under the subfloor (inside the thermopan cold air return) but that might be challenging. What are my options?

Ya anything you can get in there would help for sure. How tight is the space?
