What is best practice for this basement wall

I want to cover the paint on this wall in the basement. As you can see it has been painted and did have some water intrusion at one point but I believe that was because of the downspouts not being in place. From what I read I don't I can just paint over it. Thanks

yes you can prep and clean it with some TPS and prime and paint over it. You may want to use a primmer like Zinner 123 stain blocking primmer.

Sherwin Williams has a product called loxon primer/water sealer. I use it all the time in basements,
works great
