Bathroom roof vent question

Bathroom roof vent question

Down sizing from 4 bed 3 1/2 bath. Inspector feels the bathroom vents is too close to the roof. Said they need to be at least 12 inches off roof, to avoid being closed with snow.
2006 2bd 2bth mobile home
55+ community in Pennsylvania
Vents in question, small black covers in the photos.
The flashing was put done over the existing roof, onto newly built sun room. I never heard of this, thought new roof needed to match old.
Thank you for any help, suggestions or comments.

I live in Saskatchewan Canada. Bathroom vents here are right on the roof like I see in your photos. I can see the benefit of having it raised but unless the the extra height is built into the vent (which I have never seen) then the box needed built into the roof and a vent on top of that is just more places for leaks and problems in my mind? Keep a eye on your vents especially after heavy snow falls and keep them from getting buried. In most cases with them being used every day they should stay clear. Get your self a roof rake ,your vents are near to the eave and could be cleared safely from the ground if needed.
