Sand Coat / Mortar Bed

I'm redoing the ceramic tile in the kitchen and dining room of a 1973 house.
I've taken out all the tile today. The tile backer is a Sand Coat. I'm not sure of the thickness. But it looks in excellent shape. None of the tiles were cracked. They were just outdated.
My questions: Can I tile over this mortar bed/ Sand Coat? Or Should I remove it completely and put in a new tile backer (3/4 plywood)? Also, most of the thinset from the old tile stayed on the Mortar Bed.

I personally would say to start over from scratch.
