New Concrete Porch-Water Infiltration

I had my front stairs and porch redone in October 2016 (see pic)
I Live in Montreal Canada. Now, I've got water stains appearing under the new porch, which I've never had prior to this upgrade. The contractor I've used keeps on telling me its a problem with my brick and my house membrane.I tell him I've never had the problem before the new porch and stairs. And I'm convinced the problem has to do with the fact he's covered 3/4 of the first row of brick. I've been back and forth with him about this issue. I've even had bricklayers come and they put the flashing at the bottom of the 2nd row, but the stains still appear. I'm not sure what to do next? Any suggestions/insights would be much appreciated.

Although that have a peered to do a beautiful job, covering the lower row of brick partially has also created a lip at the weep holes that are meant to drain any moisture that gets behind the brick out to the front. The water now has to build up more then 1 inch before it can weep out and that still leaves water back there. Personally I do not know if there is a fix for this without removing the new topping?? Does your brick guy have another ideas??
