There should be an internal damper that closes when wind blows against it from the outside. If not, then pull the hood down to access the back side of that exterior hood. It is possible that the damper has fallen off, if there isn't one, you could jury rig something in place. Your other option is to break the stucco and replace the external hood.

If that does not work maybe you could at least pop rivet some tin to it to make the exterior shroud lower to block the opening bester from a driving rain?? There should be a damper on the microwave as well so if there wind is being stopped from blowing into the house by that one then lowering the outer portions a bit may stop the rain?
