Toilet wax ring

I am getting a urine smell in my hall bathroom, I am on a septic system. Can a wax ring under the toilet let sewer gas in the house without leaking water?

Not likely. The good news is, wax rings are cheap and easy to replace. If you suspect that the wax ring has gone bad, change it.

Word of caution, if you've got old or cheap angle stops (water shut off at the fixture) then I'd recommend turning the water off at the house main instead of the fixture, the last thing you want to do is have the angle stop break off in your hand or start leaking.
If the women don't find you handsome, they should at least find you handy.

Yes it may can happen if urine soaked on floor from you old wax ring.

that is appreciated and I know its tough to find perfect seal toilet ring.
You can go for Danco Perfect Seal Toilet Wax Ring i have been replaced with it since last year.
