unconditioned basement ceiling

Our basement is not finished. It does have the boiler for our hot water heating and several hot water pipes are running in the basement before they go upstairs to appropriate floors.

I am trying to figure out a way to keep the floor above the basement a bit warmer. So I am thinking about using rockwool in basement ceiling for this (R-15 or R-23).

My question is do I need a vapor barrier in this case? Rockwool seems to work fine without vapor barrier.

no , just install the rock wool.
